There's an issue with the capitalize code when used on a phrase that includes mid-word coloring.
For example, the wiki code {{name|caps}} on the 
rough agate gemstone page produces rough Agate gemstone instead of Rough agate gemstone.
I believe we added some code in this module to try and find the first "real" word that isn't an HTML tag, otherwise we were just capitalizing the HTML tag which had no visual effect. So I believe the issue is in that part of the code that tries to skip HTML tags.
