I'm Making A Mod, And I Want To Make A Custom Faction. Do I Just, Add It In Using "<Brain Faction= "NewFactionName"> In The Code Of an Object? It Would Be Helpful If Some One Answered This.

Yes, that is part of it. The other part is that you'll need to create an XML file with the definition of your new faction (e.g. its name, how it feels about other creatures, etc.); see Base/Factions.xml from the game data files for examples from the base game. With the addition of the endgame earlier this month there is also another thing that you'll need to consider.
